Evaluating French engineering schools' Bachelor's degrees

On July 11, 2019, the French Ministry of Higher Education, Research and Innovation Frédérique Vidal presented to representatives of Higher education institutions and to social partners measures that had been determined after several meetings throughout the academic year 2018-2019, during which CDEFI has made proposals. 
One of these meetings dealt with the topic of the significant development of Bachelor's degrees in French engineering schools. Jacques Biot and Patrick Lévy led the work on this question. After meeting them in February 2019, CDEFI had expressed the wish of a better recognition of Bachelor's degrees, regardless of the status of the institution issuing them, as long as the education programs' quality is certified by an independant accreditation organism. CDEFI then suggested that the Commission des titres d'ingénieur (CTI) evaluates engineering schools' Bachelor's academic training, as it already does it for the engineering training.
On July 11, 2019, Frédérique Vidal had announced that the degrees named "Bachelor" could get the same recognition as the Licence diploma. 
 
The CTI then worked on a frame of reference. On May 29, they published a first version of the frame of reference for evaluating Bachelor's degrees. The process of evaluation has also been launched through a call for letters of intent (see here). The timeline has been made compatible with the 2021 registration period on the national admissions platform Parcoursup, so that the accredited degrees could be opened in September 2021.
 
The 2020 accreditation campaign timeline:

May 29, 2020: launch of the call for letters of intent by the Ministry in the engineering schools.
June 15, 2020: deadline for submitting the letters of intent.
End of June 2020: answers to the engineering schools on their projects' admissibility.
September 1, 2020:  submission of a self-assessment file by the engineering schools concerning the conformity of their education programs with CTI's frame of reference for Bachelor's degrees. 
September-October 2020: evaluation of the education programs.
November 2020: deliberation during a plenary session, transmission of the CTI's opinions to the Ministry, final decision and results annoucement to the engineering schools by the Ministry.
December 2020: registering of the education programs on Parcoursup.
September 2021: opening of the degrees.


Stakeholders are currently being consulted in order to build a new version of the frame of reference that will apply to the education programs' evaluation for the academic year 2022-2023.
